Moscow does not intend to allow foreign observers into the occupied territories. A reason for this that it cites is that it sees no point in presence of permanent observers of the EU, OSCE and the UN in Abkhazia and so-called South Ossetia.
This was stated by Deputy Foreign Minister of Russia Grigory Karasin at the round of the Geneva talks.
"To say the truth we cannot understand why this is needed. Co-chairmen of the Geneva talks that represent the said organizations often visit areas in both Abkhazia and South Ossetia even without this".
