Г.Военный министр по Высочаишему Его Императорского Величества по велению, внес в комитет по делам Закавказского Края предложение Вашего Высокопревосходительства изложенное в отношении Вашем от 23 сентября №1145, о предостовлении Начальнику Черноморской береговои линии права удалять абхазцев с места их жительства.
Комитет по делам Закавказского Края в задании 25 ноября признавая весьма полезным поддерживать всеми способами вляние настояшего владетеля Абхазии на подвластный ему народ положил: Распоряжение Вашего Высокопревосходительства удостоившее уже и предварительного Высочаишего Его Императорского Величества одобрения оставить в своеи силе в пред до времени, не облекая оного в форму постоянного закона.
Положение Комитета в 29 день ноября Государь Император Высочаише соизволил утвердить.
Сообшив о сем Г.Военному Министру и уведомляя Ваше Высокопревосходительство, к надлежашем исполнению, имею честь быть с отличным почтением и совершенною преданностью.

Начальник Черноморской береговой линии Генерал маиор Будберг, донося мне, что владетель Абхазии Князь Михаил Шервашидзе не редко обрашается с просьбами начальнику 3го отделения тои линии об удалении с места жительства подведомственных ему Владетелю людей за пороки и буйное поведение в ссыльку временно и навсегда испрашивает моего разрешения: о предоставлении ему Генерал-Маиору Будбергу, как местному начальнику, права по просьбам Владетеля Абхазии удовлетворять его требования.
Применяясь к постановлениям свода законов томов 9 и 14 о состоянях и предупреждении преступлении копии в России Владельцам и помешикам предоставляется крепостных своих людеи за нестерпимое поведение и продерзностные поступки отсилать в арестанские роты Гражданского ведомства на срок и отдавать в рекруты или же предоставлять в распоряжение Губернских Правлении я нахожу возможным удовлетворять просьбы и владетеля Абхазии в сем случае, и по сему разрешил начальнику Черноморской Береговой линии, впредь до востребования постоянных правил зависяших от Высочаишеи воли удовлетворять просьбы Владетеля Абхазии на счет отсилки в арестантские роты подведомственных ему людей за пороки и буиное поведение, если об этом будет просить Владелец, в противном с предоставляемыми в распоряжении Правительства с его рода людьми, поступать сообразно обших правил о людях развратного поведения.
О таковом моем распоряжении я долгом себе вменяю почтительнеише донести Вашему Сиятельству для доведения до Высочаишего Его Императорскою Величества сведения покорнеише прося испросить Высочаишего утверждения моего распоряжения.

The first document is registered as Fund 2, inventory 1, case N 11180 it is a letter sent to His Imperial Majesty's office by temporary branch for the Transcaucasian region on 30th of November. It says that at the command of His Royal Highness, Military minister introduced a proposal of His Excellency, stated in His letter N 1145 of 23rd of September in the Committee for the Transcaucasian region, about concession to head of the Black Sea coastline of a right to remove Abkhazians from their place of residence. Recognizing as very useful for retaining influence of a real ruler of Abkhazia over its subjects with every possible means, the Committee for the Transcaucasian region stated: order that was already approved by his Imperial highness to be left in force without couching thereof in form of a permanent law. The position of the Committee of 29th of November was approved by His Imperial Highness. Military Minister was informed about this.

Another document is a copy of a report of commander of the separate Caucasian corp. General-Adjutant Neidgardt dated September 23rd 1844 N 1145 to military Minister General Adjutant Prince Chernishev. There he said that commander of the Black Sea coastline General Major Budberg reported that ruler of Abkhazia Prince Shervashidze often asked head of the 3rd unit of the said line to remove his subjects and sent them into exile for their sins and violent behaviour and that the said General Major Budberg asked him, the military minister to allow him, as a local commander, to fulfil requests of the ruler of Abkhazia.

Following volumes 9 and 14 of the code of laws on condition and prevention of crimes that landowners in Russian are allowed to sent their serfs to penal battalions and sent them to recruits for their intolerable behaviour and suspicious acts, he, Military Minister found it possible in this case to satisfy requests of the Abkhazian prince to send his subjects to penal battalions for their sins and wild behaviour , if such is a request of the ruler, otherwise they will be subject to common laws defined by the government regarding people of depraved behaviour.

Two centuries have passed since creation of the above document. A lot has happened since then. The world has changed, relations between the countries and peoples have changed. It's only in Russia that everything remains unchanged.

With this regard, dispute between two Abkhazian historians is interesting. Aleksey Papaskiri is trying to prove to Stanislav Lakoba that many countries in Europe and America no less severely treated autochthonous peoples of their countries – they have erased them from the face of the earth and built their state on their bones. Everything is comparative, and Russia is not the worst country in the world – protects honour of Russia
Papaskiri. I agree, Professor, but it was 200 years ago. Moreover, these countries have apologized for the crimes of their ancestors, and make every effort so that modern society to continue its development towards democracy and justice. And Russia's leadership of every period have always been guided, and continues to do so today as well, by well-known slogan of General Yermolov "force is the main law". And he introduced this principle into practice in the early XIX century.

It was this principle that guided Russian generals when they destroyed or permanently expelled from their homeland hundreds of thousands of Caucasian Muhajirs.

Soviet Russia dubbed the crime of the tsarist regime against Caucasian Muhajirs as "barbarous act", but new crimes were added to old ones and entire nations were deported from the Caucasus into Kazakhstan and Central Asia. But modern "democrats" also attributed these "sins" to their predecessors, to certain individuals, and destroyed nearly half of the Vainakh population during the first and second Russian-Chechen wars, set Ossetians and Ingush against each other, caused quarrel between Armenians and Azerbaijanis, staged a bloody massacre in Abkhazia, which resulted in the destruction of thousands of people. Moscow's protégés - modern Shervashidze-Ardzinbas and Bagapshes - again put in action the old maxim - "temporarily and permanently" banish "vicious, violent and cruel" people unwanted by Russian authorities. As a result tens of thousands of people were killed; more than 300,000 have been expelled and doomed to miserable existence. And an image of an enemy is being created in the face of these people so that no one in the future will dare to accuse authors of these barbarous actions of seizure and redistribution of property of the displaced population; A new Berlin Wall is being erected in their native land; it is being inhabited by Russian-speaking Cossacks, thousands of border guards, military and intelligence personnel.

Against this background, current "owner" of Abkhazia, Mr. Bagapsh said that was doing his best to restore historical justice and to return descendants of Muhajirs to their homeland. But after a finger was waved at him from Moscow, he advises them to remain where they are due to different mentality and religious faith.

But not only Bagapsh is pursuing such "national and independent" policy. His nearest neighbour, "ruler" of Kabardino-Balkaria Arsen Kanokov acts more openly and bravely. He expresses no confidence in his compatriots working in law enforcement agencies, demands bringing of more and more Russian-speaking workers from central Russia. On his orders, a request of similar content was sent to Moscow and the parliament of the republic. Kanokov strongly supports the program of the Plenipotentiary Representative of the President of Russia in the North Caucasus Federal District on resettlement of 500 thousand "unemployed" North Caucasians into central Russia and Siberia. No one doubts that it was at the suggestion of Khloponin and Kanokov that security service created organization "Black Hawks" activities of which are designed to divide society and to raise a new wave of confrontation.

This was happening 200 years ago, this is happening today, but it will not happen tomorrow. Empires, as well as dictators and their sycophants are falling into the dustbin of history at a great speed.
