Our response to the Head of Public Organization Dariali Gairbek Salbiev and his Russian buddies

Passions are running high in the media both inside and outside the country with regards to open or not to open Kazbegi-Upper Larsi checkpoint on the Russian-Georgian state border. At the same time the Russian media with reference to diplomatic sources informs that supposedly Georgia is preparing a new war to get South Ossetia back. The Russian media says that "...Georgia is preparing for an attempt to get back the Akhalgori (former Leningori) district from South Ossetia with use of force. And, the Ministry of Defence of the Russian Federation brings an alleged consolidation of Georgian armed forces on territories adjacent to this district as example of such preparation". And that it's not the first time when Russian sources are announcing about a possibility of Georgian-induced new war...

We can include the following radical actions and statements that are well calculated in time and space into the list of "complex measures" of Russian security services directed against Georgia.

Sevak Artsruni, chairman of the union of public organizations of liberation, repatriation and development said in one of the interviews recently: "One day patience of Armenians of Javakhk can become exhausted and they having considered communicative problems of Armenia not very important (it's about Upper Larsi) might rise and demand using civilized methods for their rights to be respected as those of Abkhazia and South Ossetia"...

At the same time information was published with reference to Kavkasia.net: "Armenian guard can be formed in Georgia. This idea belongs to several residents of Samtskhe-Javakheti region who are willing to finance such formation..."

In addition to this these forces organized an anti-Georgian protest demonstration in Yerevan where speakers accused Georgian authorities of destroying Armenian churches and so on.

After all the above our North Ossetian "well-wishers" also let us hear them (and it's not the first time). North Ossetian Public Organization Dariali demands Kazbegi district of Georgia to be added to South Ossetia.

As it is clear from this article that at their meeting members of this organization discussed possible ways of adding Kazbegi district to South Ossetia as well as about the situation of opening of Kazbegi-Upper Larsi checkpoint. Apparently organizers of this meeting had also invited a historian and even a diplomat. Namely, historian and archeologist Pyotr Kozaev spoke about belonging of Kazbegi district to South Ossetia and a current situation in there.

Chairman of the organization Gairbek Salbiev was somehow very sure when announcing that Georgia "will definitely use this territory (Kazbegi district) as a military springboard".

According to Russian Ambassador Extraordinary and Plenipotentiary to "South Ossetia" Elbrus Kargiev after the events of August 2008 Georgian side is systematically driving Ossetians out of the district. This is a difficult topic. Population of Kazbegi district of Georgia has applied to us many times. Namely these addresses are coming from Truso gorge and they are directed at the President of Russia, our legislative body asking to resolve an issue of Kazbegi district as South Ossetian issue had been resolved" – said Russian official. Kargiev again later explained: "given international law principles now it would have been impossible to make a decision about adding one "that took our fancy". Moscow does not yet see options of resolution of this problem".

"The Club of Experts" realizes reality of possible dangers that are hidden behind harsh anti-Georgian statements of the abovementioned representatives of official bodies or individuals and decided, based on historical materials, to publish materials that show resettlement of Ossetian ethnos from North Ossetia into mountainous regions of Georgia and among others into Truso gorge of Kazbegi district in compact form.

There are no data and historical sources confirming that Ossetians have been living in Georgia since old times. Neither had Ossetians settled in Georgia in VII or XIII centuries as some modern Ossetian authors are imagining. In the second half of XIII century only one group of Ossetians who came from Derbent direction tried to settle in Shida Kartli. Their military group was operating under orders of the Ilkhanate. In 1292 in the period of no king "Ossetians began rob, kill, destroy and capture in Kartli and overtook Gori" (as described by Chroniclers, II 296). Ossetians took advantage of weakening of Georgia and with support of Mongols were trying to get hold of lands for settlement in Shida Kartli. These Ossetian groups that were operating in favour of Mongols and who were actually "police groups" and after some time were destroyed and driven out of Georgia by king Giorgi the V. Rulers of Georgian state firmly closed both gateways (Dariali and Kasriskari) from Ossetian gorge into Georgia for a long time and stopped migration of Ossetians into Georgia for some time.

In the first half of XVIII century Ossetians managed to extend their ethnic border in the eastern direction. They temporarily settled in Larsi, Chmish, Balta (all three villages are in Dariali gorge). According to Russian sources XVI-XVII Ingush population lived in the vicinity of Larsi, on the banks of the River Terek. Ossetians migrated into these villages from Alagir gorge (Volkova, 1974, 125-126). According to Klaprot Ossetians who lived in Larsi, Chmish and Balta used to pay tribute to the Ingush for land. And in 1774 the capital of modern North Ossetia-Alania - Vladikavkaz – when Russian built this fortress was an Ingushian village and was called Zaureg where Ingush clan of Zaurov lived. XIX century is a time when Ossetians were resettling from mountains into valleys intensely and in large numbers... (Berozov, 1980). Mass migration of Ossetians from Tagauri into upper part of Terek gorge (Truso and around the military road of Georgia was noted in works (Volkova, 1974, 124).

It should be noted that Ossetians' coming and settling into Georgia was not entirely peaceful process. Ossetians who were trapped in mountains of North Caucasus sometimes used force to get here. This can be said especially about first stages of migration both in Dvaleti and mountainous regions of Shida Kartli.

By the end of XVIII century the furthest southern points of Ossetian settlement were: Kudaro (upper reaches of Jejori in Racha), Gupta (the River Didi Liakhvi gorge), upwards the Atseriskhevi gorge (in Patara Liakhvi gorge), villages in the upper reaches of Mejuda gorge Jamuri (the source of Ksani grge) and Guda (the upper reaches of the river Tetri Aragvi gorge, in Mtiuleti), Truso (the source of the river Terek). By XVIII century there were no Ossetians in Lekhura and Mejuda gorges (except the upper reaches), the most mountainous parts of Ksani and Proneebi gorges.

According to records of Russian ambassador M. I. Tatischev who visited Georgia (1604-1615) there was just a 200-persion settlement between Circassia and Georgia. In the middle of XVII century there was no Ossetian population in Zemo Java in Didi Liakhvi gorge yet. This is clear from one document that says that " no man survived in Zemo Java, no dwelling remained in the area (documents, 1940; 364). The document says that population of Zemo Java was extinct due to Ossetian raids and piracy... This document even names Georgian clans that became extinct as a result of Ossetian invasions.

According to the document dated 1634-1658 King Rostom ordered his subordinates not to do any harm to those Ossetians that moved from their own country to Zemo Java and not hinder any who would try to move in future (Georgian Central Historical Archive, Fund 1448, Document N 10326). It must be also noted that Georgian kings and princes used to invite the Ossetian to settle in the remains of Georgian dwellings and villages. There are many documents confirming this. The Ossetians' migration to Georgia in the middle of the XVII century was well elucidated in their records; each patronymic had its own legend about the history of its ancestors" (embracing 10-12 generations) migration from the North Caucasus to Georgia (Vaneev 1936).

It is scientifically proved that at the beginning of the XVIII century Ossetians settled in upper reaches of Jejori - (Kudaro) and Ksani gorges. The Ossetian migration into Jamuri proceeded from mountainous ravines of the North Caucasus and the mountainous line of Didi liakhvi gorge. By the way, prominent Ossetian scientist Vasil Abaev also stated that Ossetians inhibited Ksani gorge for two hundred years (Abaev, 1949, 50).

We should remind our opponents words of prominent Ossetian scientist Vasil Abaev that was published in the "Nezavisemaia Gazeta" in 1992 (January 22): "The main mountain range of the Caucasus is the natural border of between Georgia and Ossetia, Every trial to remove these borders will cause permanent conflict situation... First of all, the discussion about breaking off Ossetia from Georgia must be stopped, because none of the Georgian government will ever agree with it, as it means destruction of the territorial integrity. Those who want peace between the Georgians and the Ossetians should throw away the idea of South Ossetia and North Ossetia's integration. Also those who wish peace between Georgian and Russia must withdraw this idea. That is the reality". Unfortunately nobody listened to the Ossetian scientist. The falsified history and perfidious plans created by the Russian government misled the Ossetian people.

And in conclusion, it should be noted that falsification of the history of Ossetian migration into Georgia has been purposefully done for the last two-three decades and it was provoked by certain imperial forces. It was instilled into Gairbek Salbiev and his friends since childhood that territory of "South Ossetia" was an ancient area of Ossetian settlement and that Georgians are to blame for everything, that they are their main enemies who became masters of Ossetians. Later objects of their condemn became Georgian Social-Democrats ( Mensheviks) who were defending territory of the state of Georgia from rebelled Ossetians who in turn had been provoked by Russian Bolsheviks. Therefore, even raising an issue of totally ungrounded demand to "transfer" indigenous Georgian territory of Kazbegi district to anyone is if not a crime at the very least a pure provocation. It is obvious that statements in the media spread by Russian security services at various times in various regions of the CIS and directed against Georgian state and in particular, against Georgian people are links in the same chain that is aimed at discrediting of our country, as well as aimed to prepare public opinion for justification of possible provocations against Georgia and to ease international response to this.
