Medvedev demands a right to start war

The President of Russia appealed to the Federation Council with a proposal to grant him a right to make decisions on "operational use" of Russian Armed Forces abroad. The proposal has already been submitted to the Upper Chamber of the Russian Parliament. According to the Kremlin press service, the proposal has been submitted to the Federal Council in accordance with the federal law "On Defense", which has recently been amended.

Under these amendments, Russian Army could be used outside Russia to repel armed attack on military, civil or other authorities of Russia, located outside its borders; to repel or prevent an armed attack on another state that applied to the Russian Federation with such request; to protect Russian citizens abroad; to combat piracy and ensure safety of navigation.
