The Tskhinvali regime appointed regular officer Vladimir Kelekhsaev as head the administration of Java district.

As we know, after military service in the USSR border troops on the territory of Armenia, since 1989 Vladimir Kelekhsaev has occupied different posts in the army units in North Ossetia and gang formations of the occupied Tskhinvali region - from a commander of the reconnaissance platoon to a commander of a company. It is noteworthy that new head of the district successfully combined "military service" with business activities in which he has been engaged in since 2008.

As to the former head of the district, Inal Tskhovrebov headed the district administration for just a few months - from December 2011. Nothing has been reported on his further fate.
